Cornelius was drunk, but not like drunk-drunk. He was moderately drunk, but not drunk enough to where other people would likely notice he was drunk. He was drunk in the way that some people would think he was smiling more than usual (and offering compliments that he usually wouldn't offer), but likely no one—not even himself—would suspect drunkness was involved. He hadn't even intended to get drunk, but some asshole had decided to spike his eggnogg at the pub. But he was drunk, and that was the drunken truth.
Hogsmeade was busy, which probably wasn't the best place for a drunk, overly-optimistic Cornelius. It especially wasn't good when he noticed the most beautiful woman ever, and he couldn't help but make his way over to her.
"You're so beautiful," he said. "You should marry me. I have lots of money and property." But not propriety, apparently.
Cornelius is formally introduced as "Viscount Hillingham", but is addressed as "Lord Hillingham" the first time in conversations and letters, and "My Lord" afterwards.

Sephey - chaperone in tow - had been doing a bit of last minute Christmas shopping when she’d been unceremoniously approached. She blinked up at the gentleman, a little shocked by his forwardness and not at all amused by his arrogance. Her father was also a man who had lots of money and owned property, but one did not see him go about bragging about it. “Oh,” Sephey said slowly, unsure of how to respond, and stealing a glance at her maid who seemed just as bewildered by his behavior as she was. “Well, that is good for you sir, though I’m afraid I must decline your offer and be on my way.” She turned to try and step past him, hoping that that would be enough to deter him.

A sober Cornelius—or Jesus, even a somewhat-aware, tipsy one—would never have allowed such words to slip through his lips, but he was completely void of the reservations and fears that would have forced his mouth shut in such a situation.
"But you're so very, very young," he pointed out rather stupidly. "You can't be married—not yet. Don't you want a husband? I thought that's all you ladies ever worried about," he slurred, offering her a stupid, bright smile.

Contrary to popular belief - or the school she was currently enrolled in - Sephey did not, in fact, want a husband. Most especially not one who was apparently idiotic enough to be publicly under the influence in the middle of the day, if the slight slur to his speech and that ridiculous grin on his face was anything to go by.
“Then I’m sorry to disappoint,” she replied tersely, clearly annoyed as she tried once more to side-step him. “Now, please, allow me through.”
