During his time in a female body, Rasmus decided that he hates long hair. Hates it. Not on other people, but on himself. It's a pain in the ass to deal with, especially if you're not used to it, and as a result he's super sympathetic about the fact that girls have to have their hair long. He doesn't think it's at all fair, and doesn't really see why they shouldn't be allowed to cut it short (without any sort of judgment!) if they want to.

As for why he didn't cut it off since he was only temporarily a girl and it wasn't his real hair? He's too vain to be even temporarily "ugly", and (secondarily but his voiced reason) he was a bit worried if he did his hair would be screwed up when he turned back.
