Wand: Virgil has owned 5 wands in the past, all with varying properties. He keeps inventing new charms and some have resulted in explosion. He is rather adept at wandless magic and uses it for everyday chores such as stirring his drink or locking his door. His sixth and current one, which he uses only for work is listed below.

• Hippogriff Talon | A boisterous core, it requires great respect form it's wielder. This is likely the reason it has yet to explode. It's reliability suits him well.
  
• Canary Wood | Strong in charms and mental magics. His honed mind makes wandless magic an able tool in his arsenal. Curiously, this wand wood bonds well with those of ambition. Perhaps Virgil is destined to make an important decision in the Wizengamot.
  
• Rigid | Stiff as a brick, Virgil is pretty set in his ways and will only change his views when presented with strong evidence. Creatively though, he remains open minded making his work ideal.
  
• 6 inches | Extremely short, what this wand lacks in length, surely makes up for in character.

Appearance: Though Jilly is 6' 2", you never would've guessed it because of his questionable posture. His shoulders are rounded as well as his stomach. He have an imposing height but his physical strength is nonexistent. His appearance is generally disheveled as his work is his focused. His matted hair rarely sees a comb unless for official business and has greyed in areas due to sleepless nights raising his daughter. When hidden away in his man cave in the committee offices, he forgets himself and if something is taking his interest, he is known to work through the night. It isn't uncommon to see signs of lack of sleep about his face or a nick of two from shaving. It is a ritual he dislikes as he has yet to master it but is a slave to it as stubble makes him itch. Twixt his cerulean eyes sits a distinguished nose which takes up most of his face. He enjoys wearing his signature tweed jacket and sports elbow patches which are ill matched. Though it is difficult to find ones that fit, he finds hats thrilling and tries to wear one whenever he can.

History:
1828 | Born outside in the cold but is quickly swaddled. He develops a chill and without upper class hospital care he mightn't have survived.

1830 | He sets his elder sister's dress on fire at the age of 2.

1836 | At a family event, his great aunt feeds him a sandwich which gives him an allergic reaction. His sister alerts his mother who quickly feeds him a reversal potion.

1839 | He attends Hogwarts and is sorted into his mother's former house; Ravenclaw. He makes little friends.

1841 | As a COMC project, his class are each given a small furry creature to care for. His is the only one to die and he fails the class.

1847 | Graduates with ridiculously good grades in all his subjects. He excels in charms, having worked quietly and sat in the back of most of his classes. A little lost as to what to do with himself, he remains in Hogwarts for an additional two years serving as a teaching assistant to the Charms Master.

1850 | Feeling somewhat restless, he sees an advert for office work in the Improper Use of Magic Office and applies. He is hired and instantly regrets this decision. Bureaucracy doesn't agree with him.

1851 | He is close to quitting but falls for Hazel Fosberry, a coworker with a habit of bringing baked goods to the office. Jilly hasn't much of a sweet tooth but eats them nonetheless.

1855 | After improving the filing system in the department, Hazel is promoted above Jilly. Jilly is transferred to the Misuse of Muggle Artifacts Office despite knowing little about Muggles and spends his lunch breaks with Hazel.

1858 | Hazel becomes his wife in an intimate ceremony and they spend their honeymoon in Brighton. They fail to build a single sandcastle successfully.

1861 | At the age of 33 his first and only child is born. Una is a precocious child and screams through the nights. Fatherhood scares him into alcoholism.

1863 | He finally gets the hang of things and swears off drink. He is transferred again, this time to a more practical job in the Accidental Magic Reversal Squad. This suits him better but being in the field doesn't suit him. With a minor mistake, he endangers a mission and is put on probation.

1867 | He returns to office work but soon finds the lack of a practical element boring. He feels like he has things to achieve and groundbreaking work to do.

1869 | He tries his hand on the amateur dueling circuit but fails miserably, destroying his 4th wand. Though brilliant at magic, his cannot apply it in a combative fashion. Again, he finds himself in an office.

1871 | On his lunch break he is introduced to Joy Coldstone a member of the committee on experimental charms who invites him to apply. After meeting with the team, he is asked to join. He declines, finding himself unworthy.

1872 | Joy pursues him and drives the idea home. With Una now in Hogwarts, he accepts and after a week at work, he wishes he'd been doing it all along.

1881 | He is appointed head of the department by the Minister upon the deposition of the previous.

1884 | His application to join the Wizengamot is approved.

Personality: When one is born with such a keen intellect, it is natural to have deficiencies socially. Though miraculously he is a married father, small talk and chit chat allude him. He would much rather debate about academic topics than share tidbits over a brandy. He can be extremely sarcastic and cold to strangers, but those who know him sometimes find it endearing or just signs of his eccentric brilliance. His political views are clearly egalitarian. He fails to understand the thinking behind blood purity when the magical world is so small, that any divide would just weaken it further. When is comes to his work, an excitable childlike persona can take over. He is certainly passionate but it takes time to knock through his outer shell. His leadership style is to delegate and discuss with his colleagues (those he feels comfortable around). He dislikes it when people of other departments try to intrude on his offices.
