The cavernous offices of the Committee on Experimental Charms had been thrown into disarray. A new entry had caused a divide in opinion between the members. The charm in question could potentially radicalize a corner-stone of the magical community. The very essence of being a British wizard would be called into question. The argument had been ongoing for three weeks now and seemed only to be picking up steam and showing no signs of coming to a conclusion. In it's history such passionate debate had only been recorded a handful of times.
As for Virgil, he was finding it difficult to glean what the majority was within the group. And he himself was finding it difficult to form his own view. Each side had it's merits. And Virgil didn't like not having an informed opinion. It was the reason he was in the communal testing area, sat before one of the many work stations, wand in hand. He looked a little disheveled and hadn't washed his hair in a few days.
"Primolacthea.." he muttered for what felt like the umpteenth time. Following his incantation a teacup filled with the components for a perfect cup of tea but summoned the milk first. And that was it. Turning the cup in it's saucer, he examined it from all angles. There was just something so so wrong about it.
Then from the other end of the dimly lit chamber, the main door creaked open.
"Yes?" he asked bluntly, not appreciating the invasion of his space.

There were two anniversaries coming up which were weighing on Ald's mind. First, and most personally, in month his youngest son would have been dead for a year; a little after that, it would have been a year since the Dragon Research and Restraint Bureau had been founded. The second was easily dealt with in the same way he was currently dealing with he first: by throwing himself into his work. Oh, it wouldn't last - he'd be facing things head on soon - but it gave him time to breathe.
He'd come down to the offices of the Committee for Experimental Charms without intending to disrupt anyone, but it seemed that he had. "I apologize if I'm interrupting, but I was wondering if anything in the works might be useful for my bureau."

On 11 Sept. 1884 a dragon took Donald's right leg. He now walks using a prosthesis and an heirloom cane shaped like a Hebridean Black wrapped around a claymore with the MacFusty crest on the hilt.

Wafting his wand through the air in a general fashion, the oil lamps brightened to a suitable setting for face to face conversation. Virgil's upper lip curled as he looked over at the man. He had no idea who the man was and found it slightly irritating he hadn't introduced himself. Virgil was rather cagey when it came to his work at the Ministry. So much so that he remained ignorant of employees outside his umbrella of work. It was possible he'd spoken to the man before but he hadn't remembered his name or department.
"You are interrupting yes, but no mind." He began, not intentionally trying to sound rude. He was merely stating fact. "Which bureau would you belong to?" He inquired. Setting his wand to the side, he remained seated, nothing thinking it necessary to approach the man across the vast hall. If the man wanted his help, he could come to him. Taking the teacup in hand, he hesitated before sipping it's contents. It wasn't good. Grimacing, he set it back into it's saucer.

He shouldn't have been surprised not to be recognized, but he was. He was six feet three and a half inches in height, was wearing a kilt, and walked with an obvious prosthetic leg and cane. His family crest was on his cane. Well, that was what he got for just expecting to be recognized.
"Sorry, that would be the Dragon Research and Restraint Bureau. I'm Donald MacFusty." New spells were always worth trying, but there was very little that was effective on a dragon ... unless you went for the eyes, that was.

Ah. A labourer. MacFusty was name that was thrown around a lot in the Ministry but Virgil had never pinned it down to a face. He took a moment to register the name before filing it away in his mind palace, a prosthetic leg beside the name as a trigger.
"You are aware that case projects aren't released until they are approved?" he tutored wryly. "I cannot release information about spells-in-experimentation until they are ready. That being said," he adjusted his crooked bow tie, only to make it more skewed. "I have one that may be of use that is near approval. It is merely going through the proper bureaucratic machinations before listing."
Rising from his chair he beckoned the air and an envelope came whizzing from his office cabinet to his hand. Slicing it open, he removed the parchment inside and held it up to the man. The empty envelope, he perforated onto the spine of a hedgehog that was sat on the table, for safe keeping. "Temporary Blindness Hex."

"I am aware," Ald said with a friendly smile. Still, knowledge was power, and knowing what was up and coming meant he knew what might be worth looking into. He let the spiel wash over him, because he was aware of this, and he really didn't care very much about bureaucracy.
"Temporary Blindness could be quite useful," he murmured, reading over the parchment that was handed to him. "Do you foresee any issues with using it on dragons specifically? Things can be tricky, with them."

"Of course not." He prodded. "I wouldn't have suggested it otherwise."
Inwardly shaking his head he mused that the man must've thought he was an idiot, completely misreading the situation. "It is decided for any scaled creature alone." He gesticulated furiously, as if signalling the man to turn the parchment over.
"A list of suitable uses are on the back." How he wished people didn't ask him inane questions.

'Any scaled creature' was not a dragon. He was somewhat doubtful that it would work, but it might be worth tying - under circumstances that were not potentially lethal. Scales were hardly the only issue when it came to the effectiveness of spells on dragons, and most people simply did not understand that. "Thank you. I think this will be useful."
