The Department of Transportation had become too lenient as to who got an Apparition Lisence, it seemed! Caspar had received four cases of severe splinches in the last month - most notably that of Miss Pendergast on the 20th - and July had began with yet another case.

"Just where were you trying to get to, my child?" Caspar asked his patient in a kind but condescending tone. It was a young wizard, no older than twenty five. Once again Caspar was justified in his belief that people couldn't be trusted not to be idiots until they were at least thirty!

She had taken the apparition class at school her seventh year and had had no trouble with it. She had done so from home to high street or a friends house with little issue. The issue was when she had decided to jump to another country things had gotten iffy. So there she sat in the hospital having splinched the lower third of her arm off - not the one with the scar however.

"Well I was trying to go to Bavaria - it is um... In Germany," she stated sheepishly, leaving out the detail that she had simply wanted to fetch a favorite pair of throwing knives as that really wasn't acceptable outside of the family.

"I know where Bavaria is," Caspar assured the girl incredulously. She didn't seem to know where Bavaria was or, rather, how far it was from wherever she'd tried to apparate from. Merlin, was she daft? Had noone taught her not to attempt Apparating to another country? It was iffy to try and apparate across one country, let alone to another!

"In that case you are lucky that it was only your arm that got splinched," Caspar commented. God, it must have caused the Ministry a lot of hassle to fetch one third of an arm from Prussia. Thankfully, it was now attached to her body again, for the most part. "Did you not know that one must use exclusively Portkeys for such a great distance?"
